Representatives of clubs affiliated to the Tobago Football Association (TFA) explored the possibility of breaking away from the Trinidad and Tobago Football Federation (TTFF) especially in the area as their final appeal body because of the lax attitude of the TTFF in giving a judgment on two appeals involving the TFA and Tobago clubs Phoenix and Mason Hall Police Youth club that has been on going for close to three months.

After tense discussions at the TFA's last general council meeting on March 24, it was accepted that it may be impracticable to break away from the Federation even if it was only in the area of utilising another body for the final appeal in disciplinary matters in the Tobago Association because of the consequences that may follow.

Because there are no decisions on the appeals to date the TFA are in limbo with their promotional and relegation situation as only when a verdict is given in the Mason Hall Police Youth Club matter will they know if they can promote another team or if Mason Hall Police Youth Club will retain their status as a premier division team.

Mason Hall had withdrawn from the League early in the 2006 season as a mark of protest against the TFA for failing to insure footballers as promised. However, the issue with Phoenix has been settled amicably with Phoenix accepting a decision to remain in the Zonal Conference for 2007.

The decision of Phoenix to accept Zonal Conference status has given relegated bound Pepsi Hill United another life in the Premier Division.

The Council also unanimously accepted the executive's decisions to set up two committees to revisit their constitution and to look at the structure and the way in which football is being played in Tobago. President Guy Ottley and Meena Dickinson will be in charge of the committee for revisiting the constitution while Harvey Jack and Alvin Thompson will head the second committee.

The council also accepted the executive's decision to utilise president Ottley to perform the duties of general secretary until the election of officers which is constitutionally due in March.
